HOA General Meeting Recap and Minutes

Attendees:

  • Meeting commenced at 7:12 PM

Welcome:

  • Nicolette Seckeler, the 2023 HOA President, welcomed everyone and provided an overview of the night's agenda.

2023 Board Member Introductions:

  • Nicolette Seckeler (President)

  • Callie Turnbull (Vice President)

  • Marianne Knue (Treasurer)

  • Laurie Seder (Secretary)

  • Laura Logue (Board Member)

  • Ingrid Patsch (Board Member)

  • Larry Alemoni (Board Member, not present)

2023 Community Survey Results:

  • Laura Logue provided an overview of the survey results, which are available on the website: santacatalina.net.

2023-24 Board Accomplishments:

  • Callie Turnbull provided an overview of the board's accomplishments by committee:

    Survey Committee:

    • Conducted to gather community feedback.

    Enforcement Committee:

    • Sought legal counsel and developed a systematic approach with an independent inspector for annual inspections. Enforcement protocol, including a flowchart, is posted on the website.

    Concealment Committee:

    • Created a Concealment Policy, available under Architecture on the website.

    Architecture Committee:

    • Refined processes, created an online form for requests and inquiries, and developed templates for requests. Introduced new shed and solar policies.

    Website Committee:

    • Launched a new website, revised and reorganized content.

    Roads Committee:

    • Addressing speeding and road conditions in collaboration with Pima County. Information on reporting issues is on the website.

    Social Committee:

    • Established to build community connections, providing welcome baskets to new homeowners.

2023 Events:

  • Hosted a fall party, yard sale, dumpsters (thanks to those who hosted), a canned food drive at Thanksgiving, and a Neighborhood Watch picnic. Area leaders are Marianne Knue, Lori Pemberton, and Abby Shepard. More information is available on the website.

Board Member Elections:

  • Voting for 13 HOA board members, with four elected as officers. Voting was conducted with a quorum of 27 memberships.

Treasurer’s Report:

  • The treasurer’s report is attached and available on the HOA Website. Current 2024 expenses include $5400 for dumpsters and $600 for CPA fees for filing 2022 and 2023 taxes. A comparison column for annual expenses will be added next year.

Opportunities available for Website, Newsletter, Blog writers, Architecture Committee members, CC&R Enforcement members, Social Committee members, Roads Committee members, and Audit Committee members.

Q&A with the Board:

  • By-law Changes: Yes, with a 32-day written notice prior to the General Meeting.

  • Fraud Presentation: Callie Turnbull will research and attempt to set up a seminar.

  • Architectural Requests: Shared in monthly HOA board minutes on the website.

  • Legal Situations with CC&R Violations: No court cases, procedures aligned with CC&Rs. Enforcement issues and letters are listed in monthly minutes on the website.

  • 2023 Legal Fees: Higher due to a deep dive into CC&Rs for policy creation, expected to decrease in 2024.

  • Neighborhood Problems: Addressed in monthly board meetings, posted on the website. Top requests include solar panels and walls/fences.

  • Rentals: Permitted per CC&Rs section 4.201,
